The SWAT Relationship screen configuration controls the display of relationships traits in the Storyteller's Relationship screen.

Only relationships that are checked in the SWAT Relationship window will be displayed in the dropdown menu in the Storyteller Relationship window.
If you uncheck the "show relationships in storyteller," when you run the storyworld (by selecting the Lizard-Storyteller Lizard menu item) and try to display the Relationships screen you will be told that there are no actor relationships to display in the storyworld.
